One fine morning without any previous notice or information an I.A.S officer relieved me from service. Even after honourable High court Order i was not given posting orders. I represented periodically to all level officials from top to bottom. Even I represented to the President of India also. But no positive result. Our bad experiences proved that getting justice in my case is out of human effort. My wife suggested a trip to Shirdi. By the end of September 2008 we were at Shirdi. Within a month after returned from Shirdi I got reposting orders. Even I didn't represent to Baba during my dharshan at shirdi for posting orders. I joined in the new post in December'2009. Baba's court given right judgement and justice retained its crown. Impressed with this experience I have started one website
www.ourshirdibaba.com which is under construction to share Baba's miraculous experiences. Iam searching right time to leave my job to drive my life towards Baba's Seva. I would like take up and continue homeopathy practice and Human Resource Development Educational service for my livelihood and propagating miraculous of Shirdi experiences for the Soul's Satisfaction. Shirdi could guide me for right decision at right time , I hope. I herewith published copy of my representation to the President of India dt.10.03.2008 to enable to understand the readers the injustice rendered to me and the power of our Shirdi Baba in retaining me the crown. The present Government is regularising even the services of NMRs , Salai paniyalargal and also candidates employed on consolidated pay. But it is very painful to inform that since all DDDC staff, colleagues including MY JUNIOR are continuing their service either in DDDC itself or in some other department on deputation without any break in their service On the day of 11th March 2008 I am completing 5th year without postings even after the order of the Hon’ble High Court cited in the 2nd reference.
I attached the back history to enable the Secretary to the Chief Minister to kindly do the needful.
As per the letter cited in the third reference it is noticed that the concurrence on the proposal for posting me in the Dharmapuri District Socio Economic Development Society is still pending with the Director of Rural Development.
If I am given a lean in Dharmapuri District Socio Economic Development Society then it is possible to get a deputation post in any of the other departments i.e., TamilNadu women Development Corporation or Tamil Nadu Watershed Development agency etc., I have eligibility to be posted in these departments also.
I am struggling even for daily bread since 12.03.2003. Hence I request to kindly arrange for posting me in the Dharmapuri District Socio Economic Development Society.

BACK HISTORY
FAILURE - 1
I submit that I was originally recruited by DDDC in the year 1989 and posted in DPAP. There were six Evaluation Staff including myself in DPAP. The Service of the 6 evaluation staff of DDDC were utilized for various schemes i.e., DPAP, ILO DANIDA Project, Science And Technology Entrepreneurship Development Project Etc., On the basis of this in 1992 I was ordered to work in STED Project. In the year 2000 the four Evaluation Staff including my junior working at that time in DPAP were deployed to the new DPAP Districts. I was not asked for the option either to continue in the STED project itself or accepting deployment under DPAP to some other district. But kept by the Dharmapuri District Development Corporation for the service of the STED project. Even after the closure of the STED the Programming Assistant who was exclusively appointed for the STED Project was allowed to continue in but I was relieved from the STED Project on 11.3.2003 stating that it was closed.
The Dharmapuri District Development Corporation issued termination notice to terminate me from 15 years of my service. I requested the concerned authority in person for withdrawal of the termination notice. Representation in papers also submitted. . But my efforts for this didn’t give any positive response. Then for the following reasons I moved to the court for injunction orders.
1.All DDDC staff, colleagues including my junior are continuing their service either in DDDC itself or in some other department on deputation.
2.The Engineers of the DDDC were not relieved even there was no work and they were not relieved for this and also paid without any work till they were given postings on deputation in various Panchayat Unions. (Even the programming assistant was not relieved even there was no work till he was posted on deputation in another department. )
3.Even after the closure of the STED the Programming Assistant who was exclusively appointed for the STED Project was allowed to continue. (Recently I have asked under right to information act for the reasons to retain him even after closure of the STED Project. The reasons given by the office were as expected i.e., for the safer side of the office. But on further clarification it will be proved that no economics was calculated for retaining him and reasons given for continuing him was not worthy and economically viable.
4.The DDDC did not take any steps to withdraw my junior from DPAP and try to post me there on deputation.
5.The reasons given in the Termination notice was fully partial and incomplete.
6.The Dharmapuri District Development Corporation was silent over my representations till the last day and only one day was remaining for the termination notice to take its effect (20.3.2004). At that critical stage to avoid loosing the Government Job I found no other way except to approach the Honorable High Court for injunction order. The Honorable High Court has granted injunction order on 18.3.2004. (The Dharmapuri District Development Corporation had withdrawn the termination notice after the court passed injunction orders. If I was informed that my representation would be placed before the Board of Directors I would have avoided my move to the Honorable Court.)
FAILURE – 2.
On my representation I have received a letter from the Tamilnadu Women Development Corporation Ltd, Chennai for a personal discussion for the post of ASSISTANT PROJECT OFFICER.
. Though I reached the eligibility point for the post of ASSISTANT PROJECT OFFICER through the written test and oral interview the Tamilnadu Women Development Corporation Ltd considered me for the post of APO only on contract basis for one year under consolidated pay and not on deputation basis under regular scale of pay. I submitted an application requesting my office to send a letter to the Tamilnadu Women Development Corporation Ltd to consider to post me in regular scale of pay. But my office didn’t send either its letter nor forwarded my representation to the Tamilnadu Women Development Corporation Ltd. But DDDC informed me that it had sent a letter regarding this to the Tamilnadu Women Development Corporation Ltd. On the otherhand The Tamilnadu Women Development Corporation Ltd. informed me that it has not received any such letter from the DDDC.
FAILURE – 3
My collegues including my junior are working as Project Economists on deputation in various Districts under Tamilnadu Watershed Development Agency. I sent an application through proper channel to the Tamilnadu Watershed Development Agency to me post also in Tamilnadu watershed Development Agency against one of the available vacancies.
I came to know that on the basis of assumption that I was relieved from DDDC on closure of the same and not in Service and have no parent department the administrative wing of the Tamilnadu Watershed Development Agency closed the file registering negative result.
FAILURE – 4
The Tamilnadu Watershed Development Agency published an advertisement in the leading news papers including Daily Thanthi for various cadre posts including Project Economist on deputation basis. Through proper channel I have applied for the post of Project Economist in Tamil Nadu Watershed Development Agency. As per its call letter I had attend the councelling for the post of Project Economist on deputation in Tamilnadu watershed development Agency on 29.5.05. But unfortunately for the reasons not known no one is issued with the posting orders till date by the Tamilnadu Watershed Development Agency over that advertisement.
FAILURE – 5
In the G.O.Ms.No.61,Rural Development(SGSY)Department dt.6.6.2003 ,the Government have issued orders that all the liabilities of the corporation should be transferred to the Dharmapuri District Socio Economic Development society to be formed and ordered that the Engineering staff of the Dharmapuri district Development Corporation Ltd be transferred to the vacant Engineering posts in Rural Development Department. Th question of absorption of administrative staff in the newly formed society or in Rural Development Department will be decided by the Collector in consultation with the Director of Rural Development.
But in the proposal to the Director of Rural Developement in the lr.No.183/2000/A2 dated 24.1.2004 no clear exact picture is given about my status.
FAILURE – 6
The Honourable High Court passed the final orders on 23.08.06 and directed to pass appropriate orders within three months from the date of receipt of the order. The orders should have been issued to me before 29.08.2006. But the DDDC in its letter to its Advocate requested to arrange for filing a WMP for extension of time since the order of concurrence is awaited on the proposal sent to the Director Of Rural Development for accommodating me in the Socio Economic Development Society.
In the mean time the DDDC on 3.1.07 had sent a letter to the Watershed Development Agency also to arrange to post me as Project Economist on the same ground as other evaluation staff .But the Tamil nadu Watershed Development Agency has informed on 22.2.2207 as follows:
“…………..Thiru. A.vasantha Kumar, Assistant Evaluation And Research Office is not in service in any one of the Government/Government undertaking departments and the case is different one, when compared to other staff positioned in the DISTRICT WATERSHED DEEVELOPMENT AGENCIES are under foreign service terms and conditions.
Hence the individual is not eligible for appointing as Project Economist in the District Watershed Development Agencies on deputation basis under foreign service terms and conditions.”
But the other Assistant Evaluation and Research Officers including my junior are on deputation in various DISTRICT WATERSHED DEEVELOPMENT AGENCIES.
My Service status in DDDC is equivalent to that of my Collegues (including my junior) who are on deputation in various districts under District Watershed Development Agency. If I am given a lean in Dharmapuri District Socio Economic Development Society then it is possible to get a deputation post in any of the departments .
The Engineers and the programming assistant were not relieved even there was no work to them till they were posted on deputation in other departments.
In my 15 years of service I didn’t serve with even a single memo. No fault of mine I am suffering and struggling. I request to kindly arrange for posting me in the Dharmapuri District Socio Economic Development Society as Assistant Evaluation and Research Officer. It may put an end to 5 years of mental agony, STARVING and other problems.
